Policy packs

• Baseline pack for common frameworks
• Organization pack for global rules
• Service pack for app-specific overrides

Exemptions

Use scoped exemptions for:

• Temporary exceptions (time-bounded)
• Specific routes or endpoints
• Known safe dependencies
